The default: buy on the last leg home
Buying on your final inbound leg means nothing to carry through security screening at a connection, and your allowance applies once, at the point you actually enter the country.
Buy outbound when the price gap is large
If your departure terminal is materially cheaper than anything on the way home, buy early — but factor in transit screening. Liquids bought airside are usually sealed in a tamper-evident bag with a receipt; keep both.
Connections are the risk point
Some countries re-screen transfer passengers and will confiscate unsealed liquids over 100 ml. If your route connects through a re-screening hub, buy at the connection rather than before it.
Use reserve and collect either way
Reserving online for collection on the return leg is the lowest-risk option: fixed price, guaranteed stock, no carrying.
